Just to clarify for anyone interested, the rules require the challenger to be active for at least two weeks in order to challenge. The challenger was removed from the standings in Dec 2011 due to inactivity. He requested reinstatement in January, and completed his first duel on May 6th, 2012. Challengers don't normally have to duel within the past 2 weeks in order to challenge, but considering the challenger's last duel was 10 months ago we decided that he would wait 2 weeks from the date of his first duel after reinstatement.

((If this is the incorrect interpretation for a duelist who has been removed from the standings and reinstated by request (rather than dueling twice) then Neo can clarify and we'll make it clear in the written Rules))
