I'll keep this one short, folks (since there's not much to tell).
Damien Mortis waited longer than the requisite period, but his opponent and challenger, Xeric Mues, did not appear to meet him in combat.
As such, Damien has requested that Xeric be held in forefit. The Baronial Council has taken the matter under consideration.
Thus, Damien Mortis retains control of Seaside, for the time being.
As Governor, I shall journey there shortly to see if the people are rejoicing or wringing their hands.

The Barons Council has discussed this issue and has come to a decision.
Three votes in favor of forfeit, one for a ban from the duels, and two abstained.
Xeric Mues will be held in forfeit and his rights to challenge have been stripped for the remainder of the cycle. The Council also wishes to inform Xeric that it has been lenient in the past and in this decision. It is very likely that if Xeric is to not show for his next challenge, he will be suspended for an extended period of time.

The following was my vote and explanation of said vote.

Options 3 and 4 are out of the question. Damien's express wish is for a forfeit. He, like most of the duelists who will receive this missive, has encountered frustration and annoyance at this man's actions for years. I defeated Xeric Mues for the now defunct 12th ring in the spring of the Christian year 2000, and even then he was infamous for this sort of childish and inconsiderate behavior. That it has not changed is all the more damning when you consider a recently returned Warlord who first started dueling at the same time(I will name no names), who has matured tremendously. This is the fourth consecutive challenge in which he has no-showed. He has held six titles, including that of Overlord.... and he has been stripped of three of these titles, including the mantle, for no-shows or failure to answer the challenge. He more or less abdicated the mantle by refusing to duel a Warlord's Tournament prizewinner, due to a Council decision that had nothing to do with him. Even then, he was shown mercy, being allowed to compete in the tournament for the vacant mantle of Overlord against all logic. In one of the three times he has lost a ring in the challenge ring, he disappeared mid-duel...he was not even aware that he was no longer Baron until more than a week later.
Honestly, if the Baronial Council had the power, I would vote for death. I would suggest an ironic way, one which connects the circle as to the most likely reason he has left many opponents standing alone....to be boiled alive in Pabst Blue Ribbon. But, as we cannot do that, I vote for Option 1. But any Baron who wishes to express their agreement with me on the above suggestion should do so...call it a non-binding resolution, if you will.

It says a lot about the Council's current attitude towards Xeric's childish games that my condemnation of his behavior was not even the harshest that was sent.
Xeric, I would suggest utilizing the next two months learning to read. If you don't like this...you know how to reach me.

Forgive me, something more important came up. I will give no details on what I did except to say I would make the same choice again no matter the punishment handed down by the better-than-u title holders and administrators. My love for this place is a cold a dead thing, now, and it matters little to me if I am allowed to duel again or not.
For all it's worth, I did intend to make the match, but something more important came up.
