These were the rules to challenge to be become a Keeper. as noted by
DUEL Brig (Brigath Cedran)

Anyone meeting the following criteria can challenge a Keeper for their title.

1. Hold the rank of Enchanter or above.
2. Be an active member in the Duel of Magic for at least 60 days.
3. Has not challenged for Keeper status within the last 60 days.
4. Has not lost Keeper status in the last 30 days.
5. Does not already hold a Keeper title.

According to Jake, Dalamar Majere was responsible for casting to magic on the Outback's bar to repair itself.
In addition to being a good idea in principle, the staff can also lend useful information like..."Oh, you wanted to burn some stuff in the Outback? Oh, hmmm...alright, but keep in mind that the Bar has been magically enchanted and will regenerate." (This is a true statement, btw, as when the bar was last destroyed and rebuilt, it was magicked by Dalamar Majere to repair itself.)
